Under the plan, the CBD has encouraged the municipal administration to design a traffic diversion strategy and restrict motors coming and leaving towards the Center Point and Main Boulevard. During the first phase of the reconstruction, the administration has chosen to close the Kalma Chowk Underpass to all traffic for a month. 

•      One side of Main Boulevard will be open to traffic between Barkat Market to Liberty Market while construction is underway. 

•      The Service Lane will remain open to traffic from Ali Zaib Road, Barkat Market, Firdous Market,  and Ferozepur Road. 

•      Traffic will be detoured around Gaddafi Stadium from Model Town to Liberty. 

•      The proposal also features a clear path for the Falcon Society residents. 

Moreover, the sources said that in order to avoid inconvenience for commuters, the authorities intend to close the roads for a set period of time-based on the progress of the construction work. 

Last month, Punjab Chief Minister (CM) Pervaiz Elahi laid the foundation for the rebuilding of the Kalma Chowk underpass in order to address the city’s growing traffic difficulties. 

The project, according to reports, will take 10 months to complete and will cost PKR 4.2 billion. The project will begin with the Kalma Chowk Underpass, which will be separated from the first underpass access to Lahore’s Central Business District. Another underpass will be built on the way from Centre Point to Firdous Market. 

Furthermore, commuters and citizens will have access to the following provisions: 

•      A daily traffic handling capability of nearly 250,000 vehicles 

•      LED streetlights 

•      Two-lane dual carriageway 

•      sewage and drainage underground 

•      •At-grade construction on Gulberg Main Boulevard 

It is vital to note that CBD is a component of the Lahore sustainable development projects, which now comprise the city’s first downtown development.

As per the details given by the authority, the ‘Authority Square’ would be established to provide a quality recreational area for the metropolis’s families and people. Last month, Punjab Chief Minister (CM) Pervaiz Elahi had a high-level meeting with Lahore Central Business District Development Authority (LCBDDA) Chief Executive Officer (CEO) Imran Amin and was given a briefing about the potential of the Central Business District (CBD) in the provincial capital, as per the news sources. 

Punjab CM was briefed that the authority seeks to ensure a ‘bespoke and innovative real estate supply’ to add to national development. Elahi was also informed that the project provides huge investment scope and has become a purpose to attract foreign and national investors. The project was regarded as a game changer that will reshape the province’s fate by attracting investment, generating revenue, and reducing unemployment. 

During the meeting, Chaudhry Parvez Elahi directed that a detailed foolproof monitoring system be established for all public relief projects in the province, which he will personally supervise.

The project was stuck due to delay in issuance of NOC from Pakistan Railways, transferring of utility services, and other technical issues, media reported.

“I don’t think the project will complete by end of the ongoing month. However, I can say that we will complete and open this to traffic by September-end subject to having an impediment-free environment,” Project Director Mobeen Asghar told the media men.

The expansion project of Lahore Bridge is a part of the Rs1.711 billion Gulab Devi underpass scheme. Although the underpass was started to traffic two months ago however work on the bridge expansion could not be continued due to a delay in NOC from the Pakistan Railways that was supposed to permit the Lahore Development Authority (LDA) to start piling, girder launching while crossing over the railway lines at the intersection.

It is pertinent to mention that the requirement for the Lahore bridge arose after the LDA in a survey, before the launch of the project, recognized that the vehicles moving to Gajjumata and Kasur from Kalma Chowk experience an adverse traffic jam at the present Lahore bridge because of low width of the road (two lanes).

“Keeping in view this, we decided to expand the bridge (the two-lane side heading towards Gajjumata, Kasur) by constructing another two-lane flyover along with the existing one with a space of one meter. And finally, we launched the construction work side by side the work on the Gulab Devi underpass,” Mr. Asghar described, adding, “The Lahore Electric Supply Company (Lesco) is yet to shift a heavy tower of 132kV transmission line. Moreover, the shifting of Sui gas-related services are also to be done.”

“Hopefully, we will be able to complete this portion of the project by end of next month, as there is no hurdle at the moment,” Project Director added.

On the direction of CEO RUDA Imran Amin, Ravi Industrial Association in Ravi City initiated a drive to register factories in the industrial zone intended to provide advanced facilities and standard infrastructure to manufacturers. Speaking about the enrollment drive, the RUDA CEO stated world-class infrastructure would be provided in the industrial zone soon and manufacturers would be part of the movement and would establish their industries.

Meanwhile, Zia-ul-Haq Butt, chairman of the State Association, was pleased with the innovative step and said because of the drive many traders of Misri Shah praised the initiative of the authority and now businesses have started to be developed on Turkey Road and a number of factory owners have also acquired farms.

Last month, (RUDA) has publicized pre-registration for its Smart Residential Complex, ‘Chahar Bagh Condominiums – Ehata Almigir’, as per an advertisement on the RUDA’s official website. The inventory of the project includes one, two, and three-bedroom apartments, studios, as well as penthouses.

The project is named ‘Ehata Almigir,’ which means ‘Neighborhood of the Emperors’. The project is being developed as part of Lahore’s major smart housing project, branded as ‘Modern, Majestic, and Smart’- the first of its kind in the city of gardens. 

Moreover, the authority’s Director of Investor Relations Fardan Khalid recently invited the business community in Faisalabad to make an investment in its ‘New Lahore City project, sources reported.

During a meeting with a delegation of the Faisalabad Chamber of Commerce & Industry (FCCI), Director Fardan stated that the project is a flagship effort with well-paid business opportunities and potential for the commercial community of Lahore city. He added that the project will comprise 2,000 acres of land and will have specialized units for government officials, knowledge, entertainment, sports, tourism, commercial, downtown, and industrial regions.

As the two authorities are involved in executing the two mega projects, the basic objective behind reviewing these projects is to evaluate their viability, scope, and any intervention on the part of the government.

“Actually these two projects were launched during the PTI-led Punjab government tenure. Therefore, the sitting PML-N government wants to scrutinize them in depth to avert any problem in future since huge investments in various sectors of these projects are involved,” an official from the Punjab government informed the media.

As per a notification released by the government recently, the committee comprises 11 members including P & D Board chairman (convener), Board of Revenue member (consolidation), secretaries for law & parliamentary affairs, local government and community development, irrigation, housing, Lahore commissioner, urban development and public health engineering and environmental protection departments, LDA Director General, chief executive officer (urban unit) and CEO (Ruda/LCBDDA).

Moreover, the Ruda and LCBDDA CEO would be the secretary of the committee. After the detailed Terms of Reference (ToRs), the committee has been allocated to review the master plans of Ruda and LCBDDA and their compatibility with the master plan of LDA formulated for Lahore District.

It will also detect loopholes and weaknesses in the project’s designs, both on the structural/physical and financial side, and recommend possible measures for its resolution.

The committee is also responsible to review the site selection/suitability for land acquisition and land acquisition model with regard to launched/planned projects in the case of Ruda. It will analyze the financial models of Ruda and LCBDDA and their sustainability also.

The board will also need to evaluate the impact of both projects i.e. Ruda and LCBDDA on ancillary infrastructure requirements of Lahore City including traffic, energy, water, sewerage, environment, etc.

With regard to the LCBDDA, the board will also study the jurisdictional disputes and arrangements of land/cost sharing with the Walton cantonment board, Civil Aviation Authority, and Bab-e-Pakistan Foundation. “The committee shall submit its report along with way forward/recommendations on the above TORs to the chief secretary within three weeks,” the notification reads.
