<p>Punjab Chief Minister (CM), Chaudhary Pervaiz Elahi directed the authorities to accelerate the completion of health projects and to formulate a strategy to convert public hospitals to <a href="http://propertymahir.com/tag/solar-energy/" target="_blank" rel="noreferrer noopener">solar energy </a>gradually. </p>



<p>CM was chairing a meeting to review current health sector projects, during which he ordered a full assessment of the solarisation of the hospitals and approved funds for the construction of the dental hospital in Jubilee Town.&nbsp;</p>



<p> During the meeting, he issued directives to complete the Institute of Child Health under a public-private partnership and ordered that the mother and child block of Ganga Ram Hospital should be completed this month.&nbsp;</p>



<p>Moreover, he stated that the upgradation of DHQ hospitals in Gujranwala and Sahiwal should be completed soon. The meeting was told that DHQ hospital in Gujranwala was being established as a 500-bed teaching hospital whereas DHQ hospital Sahiwal would be designed as a 773-bed teaching hospital to provide the top healthcare facilities to the patients.&nbsp;</p>



<p>The CM further directed that the installation of 30 dialysis machines and other equipment in the 250-bed Institute of Urology and Transplantation Rawalpindi should be completed as soon as possible while the outdoor and emergency block of Fateh Muhammad Buzdar Institute of Cardiology DG Khan be made functional shortly. Besides, he also approved funds for the installation of a pet scan and cyclotron machine in Nishtar Hospital Multan. The 256-bed trauma centre and emergency of Jinnah Hospital would soon be operational.&nbsp;</p>



<p>In addition, Pervez Elahi also approved the funds for installing the modern machine in the oncology ward of Jinnah Hospital. It was informed at the meeting that a 200-bed emergency ward will be completed in General Hospital Arfa Karim Tower in the first phase.&nbsp;</p>



<p>Provincial Minister Specialized Healthcare and Medical Education Dr Yasmin Rashid, former principal secretary GM Sikander, Chief Secretary Abdullah Sumbal, finance secretary and health department officials were present during the meeting.&nbsp;</p>

<p>The country’s renewable energy mix is at a menace of falling apart as Pakistan’s top electricity regulator is deciding on charging fees for supplying electricity to WAPDA via net metering.&nbsp;</p>



<p>The National Electric Power Regulatory Authority (NEPRA) plans to amend the Distributed Generation and Net Metering Regulations, 2015, to cut down the payment for distributor generators of net metering by almost 30 percent.&nbsp;</p>



<p>As per the details, users supplying power to WAPDA via net metering would probably suffer a 20 percent loss, however, some consumers may now be required to pay the bill.&nbsp;</p>



<p>The proposed amendments to solar energy have the following salient features:&nbsp;</p>



<ul class="wp-block-list"><li>Single-stage, two-envelope bidding&nbsp;</li><li>Straight-Line tariff&nbsp;</li><li>70 percent dollar indexation of tariff&nbsp;</li><li>Benchmark tariff by NEPRA&nbsp;</li><li>Guaranteed purchase of power&nbsp;</li></ul>



<ul class="wp-block-list"><li>Land and interconnection to be given by the government&nbsp;</li><li>Exemption on all import-related duties and taxes&nbsp;</li><li>The current Energy Purchase Agreement (EPA) and Implementation Agreement (IA) will be used&nbsp;</li><li>COD within 12 months of EPA signing&nbsp;</li><li>Term: 25 years on a BOOT basis&nbsp;</li></ul>



<ul class="wp-block-list"><li>15 percent income tax&nbsp;</li><li>Payment guaranteed on 60th day after invoice through Bank Debit&nbsp;</li></ul>



<p>Moreover, NEPRA has asked for public feedback on the proposed features until End-September, afterwards, the law is expected to be finalized.&nbsp;</p>



<p>The regulator’s move has greatly discouraged both current and prospective net metering applicants rather than incentivizing renewable energy into expensive imported fuel-based thermal generation systems.&nbsp;</p>



<p>A number of consumers have already criticized <a href="http://propertymahir.com/tag/nepra/" target="_blank" rel="noreferrer noopener">NEPRA</a> and expressed their displeasure with the proposed amendment to its rules, which they term a disincentive to the use of solar energy in the country. </p>



<p>Technically, net metering basically promulgates the concerned government regulating bodies to pay users who inject electricity into the national grid. Net metering has the capability to decrease electricity bills while also helping to lessen power shortages.&nbsp;</p>



<p>In addition, implementing capital-intensive technologies like solar energy, which has a great upfront cost but lower operating costs requires easy financing, however, the above-mentioned proposed regulation ends it.&nbsp;</p>
