<p>Recent rains and floods have badly affected the more than 36 km of NHA roads at different places in Sindh province but they have been restored after repairing, the National Highway Authority (NHA) said.&nbsp;</p>



<p>Federal Minister of Communications and Postal Services, Asad Mehmood, has directed the concerned departments due to which the officers, construction experts and staff of NHA were working day and night to restore the land routes in the country.&nbsp;</p>



<p>Huge damage has been done to the NHA road network due to rains, floods, and landslides across the country. But, all-out efforts of NHA field staff have restored the traffic at many places while work was still underway on the rest of the affected roads and bridges.&nbsp;</p>



<p>Moreover, Federal Secretary Communications and Chairman <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> Captain (R) Muhammad Khurram Agha was personally supervising the restoration work in the affected areas of Balochistan. </p>



<p>The Communications minister himself was present in the flood-affected areas of Tank, Dera Ismail Khan and other southern districts.&nbsp;</p>



<p>He directed various departments for the distribution of food items, clean drinking water, and tents in flood-affected areas in addition to the rehabilitation of the affected villages. However, the rehabilitation of flood-affected roads has been expedited in Khyber Pakhtunkhwa.&nbsp;</p>



<p>Considering the difficulties faced by passengers, NHA has expedited the restoration work for National Highway N-55 from Parwa to Ramak and other equipments including excavators, heavy machinery, and tractor trolleys have also been brought to the spot.&nbsp;</p>



<p>The N-55 Indus Highway would soon be restored and opened for traffic. Following the direction of Maulana Asad Mehmood, NHA senior officials were also present to monitor the work of restoring N-55 from Parva.&nbsp;</p>



<p>Additionally, on the orders of Federal Secretary Communications and Chairman NHA, member Khyber Pakhtunkhwa Murshid Amin also visited various places in the province for the maintenance of national highways.&nbsp;</p>



<p>In Balochistan province, a 54km road network has also been affected at different places out of which 14km has been restored and opened for traffic, however, work was underway on restoring another 40km of road infrastructure.&nbsp;</p>

<p>Engineer Ameer Muqam, Advisor to Prime Minister on Political and Public Affairs on Saturday revealed that all the concerned departments including National Highway Authority (NHA) have been mobilized for the rehabilitation of road links that are being severed by devastating floods.&nbsp;</p>



<p>Informing the media in Swat, Ameer Muqam said that orders have been issued to <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> and Peshawar Electric Supply Company (PESCO) to expedite efforts in flood-affected areas. He added that the government is working tirelessly and efforts are underway to lessen the suffering of people including those who are living in hilly areas and are facing problems due to the damaging of links road. </p>



<p>He also acknowledged the efforts of PESCO authorities that are working hard round the clock to restore electricity in areas affected by floods. The Advisor noted that he had visited various regions of Dir and Bajaur with PESCO and NHA despite heavy rains and harsh weather conditions.&nbsp;</p>



<p>He further informed the media men that a meeting with PESCO authorities was also held in Peshawar to assess the condition and start efforts to restore electricity in affected areas at the earliest. He added that equipment and necessary machinery has already been dispatched to restore electricity in affected areas situated on another side of river Swat.&nbsp;</p>



<p>Moreover, Ameer Muqam apprised that the Grid Station of Khawazkhela and Tank had been rehabilitated and efforts were in progress to start all the grid stations as early as possible that were affected by recent floods.&nbsp;</p>



<p>He cited that authorities were continuously monitoring rehabilitation and restoration work while the provincial government has also been informed to rescue people stuck on rooftops in areas of Charsadda and Nowshera.&nbsp;</p>



<p>He also highlighted and appreciated the efforts and dedication of Prime Minister <a href="http://propertymahir.com/tag/shehbaz-sharif/" target="_blank" rel="noreferrer noopener">Shehbaz Sharif</a> to fight the situation; requesting the nation to shun differences and work jointly to face calamity and join hands to help affected people. </p>

<p>The Executive Board of the National Highway Authority (NHA) proposed the third revised PC-I of Rs.28.779 billion for the Peshawar northern bypass and extension in the implementation period up to June 30, 2024, for approval of the Executive Committee of the National Economic Council (ECNEC).</p>



<p>According to the official documents, the Board meeting, under the headship of <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> Chairman Capt. (Retd.) Muhammad Khurram Agha suggested the revised PC-1 to ECNEC subject to different conditions. These conditions comprise resolving all issues related to land with the Khyber Pakhtunkhwa government, rationalization of cost of escalation, and rationalization of design and supervision charges.</p>



<p>The Board proposed the PC-I for the construction of the 13.350 km Hub Bypass at a cost of Rs.11.993 billion for consideration of the Central Development Working Party (CDWP)/ECNEC.</p>



<p>The Board also discussed the procurement of works started before July 07, 2022. The Executive Board canceled the procurement process of the following projects as they were not in conformity with the new procurement process approved by the Board in its 400th meeting:</p>



<ul class="wp-block-list"><li>Dualization of Khuzdar Kuchlac Section of National Highway (N-25): Section-III &amp; IV</li><li>Dualization of Kuchlac-Zhob Section of N-50, Package-I, II &amp; III</li><li>Development of Additional Carriageway Petaro – Sehwan (N-55) Section-I (64 KM): Package-1C (KM 40+000 ~ KM 64+000)</li><li>Development of 2.25 Km Missing Link Road on Okara Side to link Rai Mansab Ali Khan Kharal Bridge Approach Road with current Provincial Highway Network</li><li>Meanwhile, the NHA Board approved the following projects:</li><li>Funds allocation amounting to Rs.429.649 million for Restoration of Flood Damages (April 2016) on Alpuri – Besham Section of N-90 through RMA under Block Allocation</li><li>Time extension for Civil Works Contracts of LOT -1, LOT-2, LOT-3 &amp; LOT-4 w.e.f. January 1, 2016, to March 30, 2018</li><li>Development of a new bridge on Hub River at km 22 on N-25 at an estimated cost of Rs.1,152 million</li><li>Procurement of Work through Direct Contracting with state-run institutions according to PPRA Rule 42(f) because of the emergent nature of the issue, on the appeal of concerned Member and concurrence of the same by Member</li></ul>

<p>The National Highway Authority (NHA), Ministry of Communication, on Tuesday issued a prequalification notification for “Dualization of Kuchlak-Zhob Section of N-50, Package-III”, a key section of the Western Route of China-Pakistan Economic Corridor (CPEC).&nbsp;</p>



<p>The package comprises a 50KM long area of N-50 between Qila Saifullah and Nasai which comes between the Kuchlak and Zhob parts of Balochistan.&nbsp;</p>



<p>As per the <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> official, the authority has invited applications from the contractors authorized by Income Tax and Sales Tax Departments and who are on the Active Taxpayers List of the Federal Board of Revenue (FBR) and also registered with Pakistan Engineering Council (PEC) in Category CA with Specialization in CE-OI and 02-CE for the Year 2022. </p>



<p>Recently, NHA had also invited a prequalification notice for the ‘Dualization and improvement of Existing N-50 from Yarik-Sagu-Zhob (50KM-Package-I)”.&nbsp;</p>



<p>According to the NHA plan, the dualization of the 298KM long Kuchlak-Zhob Highway has been distributed into five packages. They comprise 65KM Tangi-Qila Saifullah Package, 65KM Zhob-Tangi Package, 65 Km Nasai-Khanozai packages, 50KM Qila Saifullah Nasai Package, and Khanozai-Kuchlak package.&nbsp;</p>



<p>The 298Km Kuchlak-Zhob N-50, as per the details, will connect the remote areas of Balochistan with the rest of the country comprising the southern districts of Khyber Pakhtunkhwa (KP).&nbsp;</p>



<p>The main features of the projects are geometric improvements in the existing alignment and Improvement/Upgradation of two-lane existing roads to four lanes whereas 100metre R.O.W will be acquired to upgrade it to six lanes in the future.&nbsp;</p>



<p>This route will reduce the travel time between Quetta and Dera Ismail Khan by eight hours. &nbsp;</p>



<p>Besides, the Dualization and upgradation of N-50 will make a strong link between Islamabad, Dera Ismail Khan, Zhob towards Karachi, and Gwadar.    &nbsp;</p>



<p>This project falls under the present road infrastructure of the country and is being developed under CPEC through the upgradation of current roads.&nbsp;</p>



<p>Further, PC-I of the project was accepted by ECNEC in April 2017 and it was given the highest priority in the 9th JCC.&nbsp;</p>

<p>National Highway Authority NHA has declared the joint venture among two Pakistani firms and China’s Geological Engineering Complex (SPGEC) as the ‘most advantageous’ bidder for the development of a section of Ratodero-Gwadar motorway (M-8) under the China-Pakistan Economic Corridor (CPEC).</p>



<p>According to the statement released by the NHA, SPGEC in JV has offered to build package 2B of 168 kilometers Awaran-Nall section of the Hoshab-Awaran-Khuzdar missing link in the M-8 motorway at the least cost of Rs9.18 billion. Following the rules of the Public Procurement Regulatory Authority (PPRA), <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> has to give the agreement to the most profitable bidder within two weeks.</p>



<p>The section is part of the development project to establish a two-lane motorway facility from Hoshab to Khuzdar in Balochistan.</p>



<p>The project road begins from Awaran and ends at Basima-Khuzdar Road (N-30) in the Nall area nearby Khuzdar. M-8 will be following the alignment of N-30 after Nall to link with the Ratodero-Khuzdar section of M-8 at Khuzdar, which is already operative, NHA added.</p>



<p>Currently, N-30 is under construction as part of the Balochistan Development Package, worth Rs400 billion, proposed by the federal government as part of CPEC to link Gwadar with the eastern areas of the province as well as Iran.</p>



<p>M-8 is an 892-kilometer-long east-west motorway that connects the Sukkur and Larkana areas of Sindh to Gwadar.</p>



<p>NHA stated that out of the 892 kilometers of motorway, 492 kilometers sections, the 242 kilometers long Ratodero-Khuzdar while 250 kilometers Hoshab-Turbat-Gwadar have already been built and operational. The Hoshab-Khuzdar section is the missing link to accomplish M-8 in which NHA has already engaged the Hoshab-Awaran section (148 kilometers). After the completion of the missing link of Hoshab-Awaran-Nall, M-8 will give the shortest route to Gwadar, NHA added. Meanwhile, the Chairman of the CPEC Authority retired Lt-Gen Asim Saleem Bajwa mentioned that the construction and enhancement of roads in Balochistan is the key priority of the government to increase Gwadar port’s connectivity with other parts of the country.</p>

<p>Prime Minister Muhammad Shehbaz Sharif has directed the National Highway Authority (NHA) to get the Murree Expressway project assessed by Chinese specialists to make it sustainable against snowfall, land sliding, and erosion.</p>



<p>During the NHA briefing on the rehabilitation of Murree Expressway, the premier pointed out that regular damage occurred to the road and retaining wall which raised questions on the design and quality of the work.</p>



<p>Referring to the quality of construction work on Hazara Motorway as a “treat to watch”, he stated that the NHA should consult the contractor of the road to provide guidelines on how to evade future wastage of public money on the project.</p>



<p>Shehbaz Sharif also issued orders to give an investigation by the Federal Investigation Agency (FIA) to enquire about the award of the contract and fix responsibility for the poor work quality.</p>



<p>Moreover, he asked the <a href="http://propertymahir.com/tag/nha/" target="_blank" rel="noreferrer noopener">NHA</a> to stop work on the project immediately unless the Chinese company assess the project and provide instructions to move ahead. He asked for replicating the Hazara Motorway model to ensure better work quality.</p>



<p>On the occasion, PM was informed that a Geo-tech consultant has been hired for the project who had served the Hazara Motorway project.</p>



<p>It was also informed that the project was accomplished with delay in 2008 because of the acquisition of forest land and problematic terrain.</p>



<p>Prime Minister noted that the damage to the retaining wall had become a long-lasting feature and repeated his call for engaging a consultant to propose the specifications of the road.</p>



<p>Meanwhile, Sharif said rather than permitting the mushroom growth of kiosks and restaurants, two proper rest areas should be established at equal distances to offer quality services to the backpackers.</p>



<p>He also issued orders to curb the illegal construction activity in Jhika Gali.</p>



<p>The prime minister said he wanted a complete survey of such construction along with a detailed presentation.</p>



<p>He also directed the administration to ensure proper testing of the current cable car to avoid the recurrence of any mishap as took place in the recent past.</p>
