Nadra to develop biometric verification system for CDA

National Database and Registration Authority (Nadra) and Capital Development Authority (CDA) have signed an agreement on the development of a comprehensive biometric verification system (BVS) for safer property transfers in Islamabad.

The signing ceremony was held at Nadra Headquarters between Nadra Chairman Tariq Malik and CDA Chairman Amir Ali Ahmed. Under the agreement, Nadra will make and deploy a biometric verification solution for the process of sale, purchase, and transfer of properties.

The system will help decrease forgery and remove the deceiving attempts by illegitimate means or persons about the transfer of properties in Islamabad.

Nearly, 20,000 transactions of sale, purchase, and transfer of properties take place every year in CDA.

Addressing the occasion, Nadra Chairman Tariq Malik said: “With the rollout of Nadra digital ecosystem anchored in digital ID, citizens are becoming better equipped to exercise their rights and to prove with unprecedented certainty that they are, in both physical and virtual reals.”

Shedding light on the importance of biometric verification system for property transfer, Mr. Malik said that it will be a digitized solution that is intended to transform public service delivery by scaling down the menace of forgery and preventing proscribed transactions in property transfer.

He added that the deployment of digital biometric systems predicts the attempts of an illegal act by ensuring the identity of the buyer and seller. The implementation of BVS will not only bring transparency to the CDA system but also meet the compliance of know-your-customer (KYC) in property transactions, he added.

Mr. Malik further said: “Biometric authentication is a unique identity that brings transparency in property transfers. Nadra has the capacity to verify the citizens and their family members biometrically to address the challenges faced by any organization.”

Moreover, Nadra’s biometric identification system will give accurate identification and minimize the risk of undesirable breaches within the Capital Development Authority. In this type of security system, transactions take place not only by affidavit but by biometrics.

Meanwhile, CDA Chairman Amir Ali Ahmed commented that CDA’s current digitization venture is further strengthened by our partnership with Nadra.
